Scholar Kian Tajbakhsh argues that democracy’s future depends on “striking the right balance between domestic cohesion, rule of law and global justice for migrants.” Following a meeting at the United Nations in June, the article examines how democracy and authoritarianism influence the treatment of immigrants in both New York City and Tehran. Tajbakhsh writes: “How each of these cities is dealing with immigrants – and crucially those without legal residency permits – tells us something important about the differences as well as overlaps in how they are governed and experienced by their residents.”
