“Resilience as a Framework for the 21st Century: Governance, Energy, and Public Policy”

Drawing on my public-sector leadership and institutional reform experience in Afghanistan, alongside my current research at the University of North Dakota, this talk presents resilience as a unifying framework for the fiscal, energy, governance, and data challenges confronting institutions today. The lecture can be tailored to a host’s priorities, with emphasis on fiscal resilience (sovereign wealth funds, revenue forecasting), energy transition (hydrogen, carbon capture, AI-enabled energy systems), institutional resilience (public–private partnerships, fragile-state governance), or data-driven policymaking.
